The Thuan Phuoc apartment blocks, in the former Thuan Phuoc ward that is now part of Hai Chau ward, are state-owned housing in very poor condition, and the city is reclaiming them for clearance. That makes them the wrong choice for a long lease, even though listings at 5-6 million dong a month still appear online. Below is the state of the complex according to the city's own documents, and the nearby buildings to look at instead.
What is happening to the complex
The Thuan Phuoc complex has 8 blocks, lived in since about 2001-2002. It belongs to the state and was let to residents through the housing management centre of the Department of Construction. The 2021-2022 inspection classed it as dangerous, level C. The city approved the revised compensation and resettlement plan in Decision 2619/QĐ-UBND of 17 November 2025. Decision 3135/QĐ-UBND, published on 17 July 2026, reclaims 187 state-owned apartments here, and households have to hand them over within 60 days of receiving the decision. In July 2026 the People's Council approved relocation support of more than 36 billion dong for three run-down complexes. After clearance the land is planned as a park and a car park.
Listings for "Thuan Phuoc apartments" in our sample may include apartments in newer buildings of the same former ward, such as SAM Towers or Blooming Tower, so the range below is a reference only.
Prices in the listings
| Source | Listings | Low | Median | High |
|---|---|---|---|---|
| Asking prices, 2 pages | 4 | 5 million (about $190) | 6 million (about $230) | 6 million (about $230) |
If someone offers you an apartment in the old Thuan Phuoc blocks, ask directly which block it is in and whether it is on the reclamation list. A deposit paid for an apartment about to be cleared is very hard to get back.
Where to rent nearby
- SAM Towers: a tower handed over in 2024 at the foot of the Thuan Phuoc bridge, on the Hai Chau riverbank.
- LaPaz Tower and HAGL Lakeview: older, lower-priced buildings in the centre, at about $300 and $420 a month.
- Blooming Tower is also at the foot of the bridge, but in May 2025 the fire police suspended its operation; read the building's page before you ask about it.
The full table by building is in our rent prices guide, and the centre is described on the Hai Chau page. At a viewing, use our viewing checklist; the steps of renting are on the how to rent page.
